A deadzone of 0.200 means that values lower than 20% of the range of the input will be ignored. Doing that is extremely simple: Under the PAD1 tab, find the binding that corresponds to your device and to the stick you're trying to fix, then increase its deadzone. If the game you're playing doesn't ignore small stick values and tilting the stick very slightly causes movement you don't intend to make, you need to increase the deadzone. If your stick isn't sending 0.00 when it's perfectly centered, you'll need to calibrate it, preferably using the Windows controller calibration utility. That will show you raw values being sent by your controller for every input. Under the General Tab, you can highlight your device in the bottom left corner and press Test device. 99% of people complaining in /r/PCSX2 still have to be told to download the last version of the emulator before troubleshooting, so you'll excuse me if I don't think very highly of their opinion on software usability. From experience, Lilypad is one of the best I/O plugins out there.
